In my opinion, it mostly tones and legs and back.

Yes. Rowers are excellent for arms, and they do work the legs as well. The amount of resistance you use will determine how good your workout is. This rower has 5 levels of resistance to choose from.

Is this a good machine to tone legs and arms?

Manufacturer says 250 pounds, but I think it will hold more.

I am pushing 300 lbs and this thing has held up fine even though I am close to 50 lbs over the recommended weight.

What is the maximum weight it will support?

I don't use them because they are not needed to get the workout you need. Remove them and you will enjoy the workout more without stopping.

I don't even use the foot straps and my feet stay on the plates quite well.

I had a small issue with this also. What I recommend is to try different types of footwear. Believe it or not I found that my slippers stayed in the straps better than anything other footwear I tried.
